Paradox Pokémon are not Paradoxes because of time travel, but from the Animalia Paradoxa classification of the ‘Natural World’, something an actual, real world Natural Historian wrote up in our world to explain mythological and unbelievable tales of animals thought to not be true, in an effort to demystify them to a wider audience.
Heath is through and through a scientist in the books, time machine or imagination, it matters not to me, because neither explain why Heath sees the Paradox Pokemon, when as a natural historian all they really are aiming to do with Area Zero is catalogue it and prove it’s not a scary place like all the history books state, because a mad king sent many pointless expeditions prior to their doom there.
What Heath’s find can’t be influenced by the future or the past, because Heath is interested in those, he’s grounded in reality. It can’t be him manifesting Paradoxes from thin air because he imagined them, he can’t be influenced one way or the other, meaning Paradox Pokémon could only appear here, in Heath’s time, via Time Travel. We know this can’t be possible, because the Time Machine did not exist until at least ten years prior, when the first ‘Raidon was brought through by the professor and their research team. They didn’t send anything back in time afterwards, and it wouldn’t make sense for either Professor to do this, because they would have to be conscious f the fact that Heath never actually saw Paradox Pokémon, and so they would be forced to send Paradox Pokémon into the past to ensure any bootstrap Paradox that occurs… except, again, this requires them to know there was no Paradox Pokémon in the past, but they know there must have been, because obviously they only brought Pokémon to the now, not the then.
