Arven's a great character, you team up a lot and see the progress he makes in healing his dog, you get to see him grow his team and turn them into powerhouses, and he caps it off with a fairly challenging battle.
Penny's an interesting character, but a lot of her stuff is told, not shown. We also don't get much with her because she pretends to be someone else for a lot of it, and only shows up at the end of each base. You end up bonding more with Clavell instead. She could've been around more. Her battle is also pretty easy and she doesn't have a signature gen 9 mon, but it's a kickass theme. If you're playing Union Circle the other players can also invade the memory cutscenes and it's hilarious.
Victory Road is dull. It's just the stock badge quest, with Nemona periodically interrupting you to talk about battling. Which is all she ever talks about or does. She's hinted to have a 'real' team that's too strong to use normally, but never shows it off. She picks the starter weak to yours, and her team is never a challenge at any point. She talks about rivalry but doesn't compete with you for anything. She also doesn't really have a memorable battle theme. People like her because she's attractive, not because she's a good character.
