No, Game Freak own sole development rights and the mainline games are an agreement between Nintendo and Game Freak directly, with TPC profiting by proxy by getting new merch lines to refresh all their offerings.

Noriko Uono from Monolith Soft is credited in PLA. It's likely nintendo will send competent dev support from other in-house studios/associates to assist with future projects. But the opposite is just as likely bc "we buy it anyways."
