>>54554944Gen 4 powerlevel is difficult to discuss because smogonites banned Garchomp and Salamence for supposedly being too powerful and having no counters or good checks. It has too many legendaries crowding out lower tier mons who could conceivably get the job done becsuse they're pushing the power level too high, whilst supposedly offering little to nothing in the way of valuable Garchomp+Salamence control, especially when they have nonsense like Baton Pass ban and Arena Trap ban.
Gen 3's powerlevel is easier to ascertain and indeed more admirable on the face of it. On the topic of Starmie, it actually has a large amount of versatility while also offering critical utility, which is what combination of traits should make an interesting high tier Pokemon
>decently bulky water>fantastic ability>one of the fastest in the metagame>access to 32 PP Recover>relatively strong attacking stat>one of the best spreads of coverage in the game (Water, Electric, Ice, Psychic)>access to Rapid Spin>access to other conventional utility options like Thunder Wave>offbeat options that could prove handy for anti-meta sets like Camouflage and be an exercise in player creativityBut despite all that, it has a horrid hp stat and mid defenses that makes it mostly frail without investment, 4MSS in terms of spinning vs attacking vs survivability, isn't strong enough to muscle past its checks from full, can't KO crucial targets in one hit, isn't that effective/guaranteed of a spinner in this metagame, and perhaps a couple other weak points.
It'd be easy to just say it's balanced despite the fact it can sweep whole teams with a little chip damage when there's no Blissey or Snorlax in its way. If you play the game, you realize how underpowered stallmie is and defensively unreliable "offmie" is.
