It's physical bulk is good and special attack is decent enough to let it threaten things it's meant to threaten and it has good moves like recover, stealth rock, will o wisp, lava plume, earth power, power gem and clear smog and it even has a decent ability in flame body, but the the fire/rock typing ruins it from having any sort of defensive niche. Mono fire would make it usable, even mono rock would, but the two of them together just don't synergize well and make Magcargo an irredeemable shitmon. Literally the only thing holding it back is it's typing.
