The anime didn't get that far yet.
Strangely enough Magmar is never Blaine's ace in future games, he does have Magmortar for his ace in the HGSS rematch though.

I think the Blaine episodes aired around a month before Yellow came out. The updated teams must have been finalized by then.

There is a "good" reason for that anon dear.
Anime blaine is actually the real Blaine (how he was supposed to be, to be more precise) while what ended up being blaine is another sprite (Silph leader) being repurposed into what is now known as Blaine.

The Blaine battle aired August 20th 1998, while Pokemon Yellow was released September 12th. Though considering the entire mess regarding Porygon, it's quite possible they weren't sure the anime would've hit this point by the time they were finishing the game. So yeah, it's probably related to that. That gap between Koga and Blaine in the anime is massive.

It's sort of the same thing, and game Blaine has largely been repurposed into a "riddle guy" anyway because that's more fun than straight trivia questions. He's all about riddles in Pokemon Masters.

Given Blaines involvement with the Mewtwo cloning experiment and Team Rocket it's no wonder that only Blaine JUNIOR appears in the anime.
