Is it because they're new? So is Steel, a much better Type, and you can get every Steel type before Kanto if you want to.
Wasn't Dark introduced to balance Psychic? Then why can't you get Dark types until postgame while you can still get Abra easily? How is it supposed to make sense?

They're not even in Mt. Silver, which is LITERALLY Mt. Fuji, an active volcano.
