Her hostility towards outsiders is because she doesn't want her hometown turned into a tourist trap for gawking retards. When she chats with the Paldean students and realizes they're not the insipid crossboarders she thinks they are she apologizes, having judged a book by its cover. It's doesn't help that she's narcissistic and self-centered, so she effectively had to be repeatedly humiliated to reach that point.
