It's funny how every other RPG has animations exactly like Sword and Shield where the animations only take less than 2 seconds to finish. It's funny how the fanbases of those RPGs aren't screeching about how the animations aren't expressive enough because they don't take 9 seconds to show off their shitty personalities like the poorly made Genius Sonority games. If I didn't know any better I would think Pokemon fans don't actually care about playing the games and just want to watch spectacle.

Persona's animations have characters doing something for those hits, and have dynamic camera angles.
Pokemon is just a static angle with a model bouncing in place, like they are still developing for 1989 hardware.

I think that depends on the specific move used. I know Colosseum would repeat the animation of the Pokemon getting hit multiple times, but it wouldn't be a problem if something like bullet seed was just shot out faster in view of your Pokemon. They need to communicate in some way that there are multiple hits for these moves, and I think it would be worse if it was the same animation for everything and it just gave you a random value after.

They do a really piss-poor job of it, because so many of the multi-hit moves already shot the move being used multiple times. Like in the Bullet Seed example, you don't need to see a Pokemon spit out a mouthful of seed for each hit. There's already so many fired at the target in the initial animation.

That's true. In cases like that I think the Colosseum style has the right mindset with showing the opposing Pokemon take multiple hits, but it does also look quite bad as it uses the same as the seeds disappear and reappear after every hit. I don't think any game has really got it down that well in my opinion
