Liminal space doesn’t only apply to The Backrooms. Liminal space is being in an empty environment that is normally filled with people. Liminal space doesnt have to have distorted monsters chasing after you.

A liminal space in Lavender Town would be the ground floor of the tower bridging the transition from the exterior to the haunted gravesite upper floors

the Pokemon Tower, despite having trainers inside it gives a sense of liminality when you're inside it, especially the last two floors. it's probably because of the spooky BGM playing while you're there.

The only thing that was freaky as hell was seeing the Ghost sprite in G1 late at night as a kid.
Pokemon Tower theme was just sad/depressing (still is, moreso when those who were a part of your life are now gone).
Lavender Town theme is just melancholy (irritating in the original chiptune).
