Ironically, your list of Pokemon that weren't used in GS disproves the "Johtomons are garbage" claim. Most of those Pokemon were good to excellent in Gen 2 and many have only gotten better over time (which also disproves the common idea that Gen 2 Pokemon weren't used in Gyms because they're too shit, unless you want to tell me that Skarmory is "garbage" despite that thing being used twice in Hoenn, unless Hoenn Pokemon are apparently so utterly useless that Hoenn leaders had to a Pokemon that was "too shit to be used by Johto leaders" to be used in Hoenn twice.)
You can say Gen 2 trainers should have used more Gen 2 Pokemon, you can say they should have scrapped the idea of baby pokemon when they only had 100 dex slots, you can say they should have used the extra dexspace to make evolutions for the few Gen2 Pokemon that are genuinely worthless shitters, you can say that the guy who decided the Johto starters shouldn't get megas should be fired and the Gen 2 starters should be compensated by significantly buffed movepools, dexit immunity, and early access every new gimmick Game Freak makes . All those things are objectively true. But you can't say Johtotmons are "fucking garbage"
