Carmine is far from perfect, but I don't think she's some evil, abusive sister either. The way she treats Kieran is normal for a lot of siblings. While not ideal, many siblings fight or hit or are mean to one another.
The problem is that, since Kieran's a shy autist and no adults want to deal with those two siblings, Carmine's had to take on a role as Kieran's guardian and advocate rather than just his big sister, and she's just not mature enough for that. And since Kieran's too quiet, he just bottles things up and takes it rather than fighting back and moving on like normal siblings would do.
Carmine's doing her best, she's just a dumb teen with a short-temper who simply isn't mature enough to help Kieran in the way he needs. Really, these kids just need to be parented by actual adults for longer than summer break.
But that being said, I think abusive Carmine jokes are hilarious and I'd let her beat my ass any day.
