Gen I and II rivals were pretty cool, they made you hate em, and Blue becoming the champion was pretty badass. Yet after that, they are all wussy boring characters, what did Masuda mean by this?

as a kid, I jacked off to Silver, yes I knew from the start he was a guy, I had a huge crush on him and he helped me realize I was gay, even grew my hair out to be like him and had him as my pfp on youtube

I hate Hop way more than I ever hated these 2, whenever Blue showed up I'd be like "hell yes here comes the top dog!!"

gladion was great though, and kieran is shaping up to be one of the best rivals in the series too; we'll just have to see how GF handles him in indigo disk (which, knowing them, they'll probably fuck it up)

The Gen III rival was boring and poorly implemented
In Gen I, the rival is literally showing up at the worst times and keeping you on your feet (like right outside of Mt Moon) and is also the pokemon champion, the last and strongest trainer to fight in the game. In the remakes, he follows you into postgame and is STILL the strongest opponent.

In Gen III, the rival kinda just gives up and goes home before really being much of a challenge.
May just becomes a NEET in her room. I would sometimes go to visit her even if the dialogue never changed.

Why are you lying? He waits for you in front of Nugget Bridge which is north of Cerulean City. There's still an element of surprise, yes, but it's not like you have to fight him completely weakened right after Mt Moon. Are zoomers responsible for making this a meme because they didn't actually play Gen I?

I just looked it up and apparently this fight doesn't exist

I distinctly remember him ambushing me at the end of the cave when your pokemon are tired, but apparently this never even happened.
I played the game decades ago

Anyway, to actually address your question, they probably were worried about putting kids off from playing the game because of mean characters. Probably heard like one single anecdote that someone's kid was discouraged by it and then got worried about it, so they changed it.
