It's supposed to be like Whisper from Yokai Watch.
Yokai Watch was doing really well in Japan around 2014-2016 and Gamefreak was terrified of it.

I don't get why people complain about Rotomdex, anytime it speaks it's on the bottom screen and doesn't interrupt gameplay so it's very easy to ignore unless you just really, really need to look at the map right this minute.
