Do you know how muck time you'd need to coordinate and micromanage contractors to synchronize 18 designs, songs, and PVs? The timeframe for it would probably extend way outside the reach of what they were budgeting for this project. They most likely had the artists make designs at the same time as the musical producers made their work, without really having them even link up together. The fact that the coordination was this huge alone must have been a fuckton of work.
Corporate work is harder than people give credit for, especially with large organizations that have tons of legal redtape, strict timeline expectations, specific budgets, etc. Not to mention the review process, where it probably needs to go through a few TPC staff before being sent back to the artists/musicians for further edits.
I'm.pretty sure it's exactly as you said, they just wanted to lift the red tape and give artists the freedom to make the Pokemon x Miku content they were most passionate about making.
Posting from my personal experience as a brand manager that's been in charge of crossover collabs on a much smaller scale. I don't think what OP was expecting would have been possible for the scope of the project since it's just a fun Collab for marketing and fanfare.
