There's no "slots", retard, they bring back whatever Pokemon they feel like bringing back. And even if there actually were limited slots, bringing all starters back, which are a lot of people's beloved bromons and almost always used in playthroughs, is a much better deal than swooshit bringing back every single muh legendary that only exist for marketing, being caught once and then rotting in a box. I'd say starters are a much better use for these precious "slots"

Because they were gifts. They've alreadty confirmed that you can catch the starters in Indigo Disk in the wild after "completing tasks". Whether that's just story progression or some side mission we don't know.
