Going by how the the anime depicts it in later gens, probably. They made more sense of its Water typing by having it cover the Pokemon's claw in a spiraling vortex of water.

This, in the earlier seasons, crabhammer was just the mon going into water, having water swirl around its claw or whatever and then it would fire it like a projectile. But after the split normal split they had to animate it with the claw physically hitting the opponent
