Map limitations don't matter when an NPC literally tells you when you've arrived at KANTOOOO and Mt Silver is beyond that point.

They could've easily added Mt.Silver to Kanto's map if it was intended to be part of the region. It's a location only on Johto's map, therefor it's considered part of that region.

I did play Crystal, my first game. If we wanna be all extra, we could say Ho-oh, Togepi and Donphan because they appear in the Kanto anime. Or really any adjacent regional Pokemon could be in kanto. It's not like there's borders dividing the regions.

You arrive at Kanto by going east. Later you go west again and arrive at a place the map shows in Johto. Mt. Silver isn't Kanto.

You can buy Larvitar in Celadon Game Corner in Crystal.
Otherwise we'd have to remove stuff like Porygon, because they're obviously not a Kanto Pokemon.
That said, if we're including the Kanto exclusive Gen 2 on the basis of them being in Kanto, we'd have to include all Gen 2 mons available in Kanto too.

I'd say you could add Lugia since it's the "master" of the bird trio. Though IMO you could add the Johtomons found in Kanto aside from the ones exclusive to it, as well as the Hoenn mons found in Sinnoh. I'd want more areas to explore in a Kanto remake so those mons can add more flavor without being 100% out of place
