Mewtwo is available in the Cerulean Cave. Obviously the Johto starters are given at the start of the game. The Johto legends can be caught here as well. The Hoenn starters can be obtained from Steven Stone in Silph Co. Latios and Latias roam Kanto. Kyogre is available in HeartGold, Groudon in SoulSilver, both at the Embedded Tower. After getting both you can catch Rayquaza there too.
In Diamond, you can catch the Murkrow line, and the Stunky line.
In Pearl, you can catch the Misdreavus line, and the Glameow line.
Trapinch and Clamperl are available in both Diamond and Pearl.
Deoxys and Jirachi require the Pal Park. Mew can be obtained from the WiiWare app, My Pokemon Ranch, but that app only works with Diamond and Pearl, not Platinum. Manaphy is available from Pokemon Ranger, and Phione from Manaphy.
So if you're going for Platinum you're gonna need at minimum a copy of Diamond and Pearl as well, or someone willing to trade a Glameow and a Stunky. Everything else can be transferred up via the Pal Park from a generation 3 game.
