In fact looking over the Scarlet articles again they all say the pokemon were found in the modern day. The two closest to being from the past are
Tusk which is said to be a living fossil meaning making a time machine for that would be as ridiculous as making a time machine to find relicanth.
And Tail, which says rumors said it was from a billion years ago.
Needless to say, on top of being outlandish there's nothing in the Occulture pages that really say building a time machine is the correct way to go.

Not to mention if it was fake then the imagination theory has a massive plot hole in Terapagos, if Heath made it up and it was the reason the paradox mon came to life why did it come to life?
