Gen 3, particularly in Emerald, had a very good artstyle for the series. It kept the blocky feeling of the earlier gens while applying some more normal proportions. I don't like RS Brendan as much, but the Emerald design is pretty good, a mid-high tier protag design in my book even if the pants under pants is questionable.
Gen 6 is about the point where pokemon began to noticeably trend toward a more round and formless artstyle with simpler coloring, which I just think looks like shit. For the design itself, he has that weird shit eating grin that looks retarded, generally has the newer gen style of face which I don't like as much, and there's just something very weird about the way his hair and hat frame his face. I assume they made his hair longer so people would stop getting confused about the color of his hair, which is alright I guess, but with his beanie and the way his hair perfectly matches up to the length of his jaw, it gives his head kind of an odd rounded look. The shoes looking all floppy is also a bit strange.
Unsurprisingly, his contest outfit looks a lot better, since not only is the art itself slightly better with less of a "drawn with a vector tool" look and more shading, but he also doesn't have the gremlin expression, the beanie, or the shoes.
