From the game's description, I assumed the slowpoke tail people eat is just the white part. I also assume it was very chewy, like pig skin but fatter and sweeter.

Slowpoke have always been able to regrow their tails. The problem is they get food by fishing using their tails and it's kind of cruel just lopping body parts off an animal while it is alive.

Saved up and bought one on my last run of silver while bored at work, just to see if I could. No such option in-game, hypothetical irl only if it could be ethically sourced(doubtful) and probably only once.

They've always been able to do this. What Team Rocket was doing wrong was cutting them off instead of collecting the ones that fall off naturally. It's like finning sharks.
