There was obviously a lot about XY that went unfinished or unused, all signs point towards them expecting to make a Z, but because they chose to skip it, the gen will forever remain woefully underdeveloped.
I still can't believe they just never released AZ's floette. They could have at least done an event distribution once they decided there wouldn't be a third version.
