Both GS and C come on 2MB ROMs, which alone is evidence against that, but even if that weren't true, technically neither the GB nor GBC can read more than 32KB of ROM space. Every game larger than that requires a mapper chip in the cart to divide the ROM into switchable banks. The burden of making big ROMs readable lies 100% on the mapper chip.
The difference between GB and GBC cartridges is the outer shell. You can see the PCBs in GBC carts still have that little notch out of the corner. The reason you saw much bigger games on the GBC is because 4MB+ ROM chips only became cost effective around Y2K.
You may be thinking of the fact that the GBC comes with twice the VRAM and 4x the RAM, but Crystal didn't even use the full capabilities of the GBC, it was built on a DMG engine. Crystal does utilize the increased VRAM to get larger tilesets, but uses them very sparingly.
The reason the Pokemon in your pic got new palettes is to make them closer to the official art. That's it.
