It's not that powerful in all honesty but it definitely is a useful gusting utility card if the opponent has some attack effects like "no using item cards"
Being what's essentially half of an escape rope to get out of toxic control decks is a genuinely good tool for the decks that can get access to it but I don't see people running more than 2 of these per deck

I've seen some optimism over it, but I'm not smart enough to consider the potential big plays. The way I see it is that it's potentially useful and probably worth throwing in a few decks for its relatively low risk versatility (although like most interesting basics it risks being eaten by lost box), but not game-changing by any means. Moving a pokemon with a lot of hp or a pesky active ability can certainly be useful, but escape rope often does the job almost as well. And often times decks will a focus on such active benefits are likely to have a second pokemon on their bench that can be swapped in. I could see it played as a safety net in certain decks that get fucked over by specific scenarios, like Flying Pikachu V/Vmax's attack effects.
