What Pokemon needs is either simultaneous turns OR have some system where each mon accrues "units" of speed and acts when a certain amount is reached. Kind of like a turn-based ATB if that makes more sense.

pokemon is
>turn begins, you attack, your opponent attacks, turn ends.
ATB makes it so that the meter decides each players turn. if you have a pokemon with an ATB meter that fills twice as fast, they get 2 actions versus the opponent getting one.

The Brave system would be a better implementation than speed granting multiple turns. Unless you want to give Pokemon a sliding timeline for turns like FFX or Digimon, Speed should be strictly turn order, otherwise fast glass cannons dominate the format by taking an average of 3 turns in the time a defensive Pokemon takes 1.

I'm really upset that we didn't get PvP in Legends. It would've been funny seeing the meta develop around spamming agile style to get to three turns and then sweeping.

You would have to change the way damage works and also the scaling for defensive stats for it to be balanced in multiplayer, but it's a cool idea.

Pokemon could actually be difficult and better if you fought with 4 mons at once and they shared turn tokens
The bosses had multiple Turn tokens
NVE hits made you lose turn tokens
SE hits made you gain turn tokens
You team all went then they boss used it's turn tokens

Totem bosses already started the entire "big boss enemy breaks the rules" so yeah they should do more with that, the titans in SV were not nearly as good as totems so it was a step back.
Legendaries should feel like epic superbosses, Ultra Necrozma was the best they managed in the main series.
