Lilie and Lusamine are canon in a sense, but not in the way we expected. It's a common headcnaon that Lusamine's UB obsession and her controlling nature made her force lillie to essentially cosplay nihilego 24/7. It's not that big a reach that Lusamine herself might LARP as Phero as well. She's like the Pokemaniac trainer class in a sense, but crazy.

This is one of the reasons that I wonder about that supposed cut alien invasion storyline from gen 6 and if there's any truth to it. It seems like gen 6 and gen 7 both wanted to do a lot more with their plots before getting scaled down relatively enough.
