Flutter Mane is more comparable to Mewtwo than regular Pokemon. Of course it's going to dominate such a limited meta. It'll probably still dominate when the legendaries are let back in. Koraidon and Groudon will make it even more effective.

People are playing the meta still because Smogon did a good job of balancing it. For example, Smogon crippled Baton Pass teams with certain bans that made ADV OU a blast to play since that degeneracy wasn't possible. ADV Ubers is hated by much of the community because of Baton Pass teams and other degeneracy.
Surgically banning unhealthy Pokemon is great for a meta's development. GSC OU is a great example of what happens when you don't. You get the only meta (other than RBY Ubers lmao) with a Pokemon with 100% usage rate and it stagnates.
