I've been to Spain regularly for a few years now, no one there cares about "whiteness", they hate latinos for the same reason they hate muslims, because they commit the majority of the crime there.

Bloodmoon Ursaluna's Pokédex entry says it crossed the sea and drifted ashore in whatever region connects Kitakami with the sea. Since Ursaluna only existed in Hisui, it must mean that Kitakami is close enough to Hisui/Sinnoh for a land mammal to swim to without dying of exhaustion or starvation.
It's culturally very obviously Japanese inspired, so it's definitely close to any of the Japan-based regions, which are gens 1-4.
