>>54690850Yes, Tera is balanced. The only change that could reasonably be made is Tera Type Reveal, and that would be conceding to casual players, who cannot deal with the necessary risk assessment and management the mechanic introduces.
Pokemon is a game fundamentally about prediction and deducing hidden information. This is why GameFreak uses Open Team Sheets now in their VGC competitions (and incorporated Team Preview into the mainline games), because a potential imbalance of information can have devastating consequences.
I appreciate Tera Blast for being a Hidden Power replacement. That alone increased my enjoyment of the mechanic.
Otherwise, I am neutral to it---not because of any misgivings being cancelled out by positives, but because for me, the mechanic just is what it is---at the end of the day, sacrificing your dual typing to just go to one particular one, is not very interesting, plainly. If anything, I think Tera is a tad boring in how they designed it. It's quite straightforward and doesn't accomplish anything interesting, other than, again, replacing Gen III Hidden Power via Tera Blast.
