Because before the evolution got the chance, Raichu was been turned into the unwanted older sibling of the pokemon franchise compared to their more marketable younger child that is Pikachu. The fact that he even got a regional variant was a surprise before being swept under the rug to pander to Pikachu again.

This is the correct answer. The minute pikachu became the mascot was the moment Goruchu died forever. If Raichu don’t have genwun privilege grandfathers in it would have been dexcut forever as well. Gen 2 got stuck with Pichu instead because Pichu is a worthless baby that could never overshadow Pikachu.

raichu got the spotlight once and that scared the fuck out of game freak cause it was incredibly popular probably more popular pikachu so they upped the pikachu shit to the max in the ultra games. all original raichu got in the ultra games was a rude dex entry about it being unpopular even in-universe
