How my friends and I play (You should try it):
1. Expanded Format
2. No Rule-Box cards
3. Inverse Prize Cards. Your opponent draws the prize card instead whenever you would. You lose by drawing your last prize card. Anything that counts prize cards (N, Ultra Beasts) counts the opponent's prize cards instead so they function as intended. Anything that manipulates or reveals prize cards still only affects your own.
You'll find pokemon power creep is much slower, games are closer, and more silly decks with otherwise unusable Pokemon are workable. The huge pool of trainer cards means you can have exceptional consistency causing more skill based outcomes.
The main problem is that inverting the prize cards can't be done on online clients with rule enforcement, which is why this will never catch on.
