There is no real evidence in the games that Pikachu are particularly friendly compared to other Pokemon, and in fact most dex entries seem to suggest that they're liable to accidentally zap people harder than they intended to, either via a probing zap out of curiosity or in self defense if they feel threatened.

Eevee's a mascot and got added to Legends (the actual Game Freak Sinnoh remake) despite the whobies not being allowed to add new code to the old shit they were given to port BDSP from. It hasn't missed a core Gen game since Gen 5 (when everything prior got a year on the bench beyond transfer) and that's also ignoring they went and featured Eevee in a re-tread of Kanto (done faithfully to Gen 1's story, if wildly AU about it). Still didn't stop them benching your favourite for a fluffball and its dexfiller siblings. Best start operating on 12 out of 400 will be constants in new games made by Game Freak.

A-Raichu is only slightly more optimized (its only meaningful advantage over the original is 5 extra Sp. Atk), but it trades a useful immunity for an ability that's only useful in specific team comps.
It's also worth noting that Raichu's best STAB, Volt Tackle, is a physical move, so running it with a physical set isn't a terrible idea.
Volt Tackle + Fake Out + Nuzzle + Knock Off is probably a solid doubles set.

Pikachu needs Raichu because part of the appeal of Pikachu is being the underdog. If he was fully buffed, he’d just be a strong Pokémon, but seeing Weakachu fly, surf, or take on Raichu against surge plays into the winning underdog theme. Also, Pikachu plays into themes of choosing your own path and playing with your favorites. These are staples of the series. Without Raichu, a player never has to choose Pikachu and give up the potential stone evolution.
