The fact it never got a release ANYWHERE (not even a pop-up in a nip train station for 3 hours after school) proves they never had plans for it beyond what they'd wanted to do with the game. Plot got changed, we know 6 went through a fuck trying to get made and Floette ended up reuniting after the battle, negating all point of giving it stats and moves. As an aside, that they released complete zygarde and arsepull in Gen 7 but not EF is more evidence it wasn't supposed to be a giveaway thing. Ever.
