In gens 7 and 8, Kukui and Leon respectively pick the remaining one and use its FE form in the champion match against you
In gen 9, Clavell picks the remaining one and uses its FE form near the end of the Starfall Street storyline in the battle against you before you go and face Cassiopeia, as well as in the Academy Ace Tournament.

Iirc, in Johto professor elm gives the last starter up to the cops for safekeeping, and Oak was, at some point,
going to raise the last starter for a battle against you.
