If they'd kept the designs relatively cohesive, there wouldn't be an issue - keeping the old ribbing on Dratini's belly, sticking with beta Dragonair's design, and keeping the body proportions and back fin from Green's Dragontie sprite all would have helped with consistency and making it clear they're the same evolutionary line. The note on the last part, in particular, would have improved Dragonite itself, since it actually had a neck and looked less dumpy overall.
