Sometimes a small character is useful to give a sense of scale that isn't there otherwise or to add context or humor. The psyduck card is a great example of this. Psyduck holding its head, running down the stairs completely zoomed out is hilarious. Eisceu Ex alt art being small and "askew" is also an excellent use of this.
An example of it not working is with the Nidoking illustration rare. I'll concede that this is a card that could have completely been a regular card. The forest around it adds nothing to context, story, or impact. But just because a pokemon is small in the frame does not immediately mean that.
