FRLG is a remake, same goes for HGSS, modernizing it is the point. But if I play a RBY rom hack, I want to improve the RBY experience, not change it into modern Pokemon.
The PSS is part of the mechanical identity of gen 4 and later, it is not part of the identity of earlier gens, stats being tied to specific types is a unique dynamic of gens 1-3.
Consider this, if you cram every modern feature and new Pokemon into every old game, aren't you just playing a modern Pokemon game except with older graphics? If you modernize everything, then every gen will play the same, will feel the same, the endpoint of every romhack will be Radical Red, all mechanics, all Pokemon, all updated, the only thing that'd change is the scenery and visuals.
