This is a retarded take. They should be given to Pokemon that are already good. The worst fucking scenario is when you have a shitmon that needs to rely on a fucking mid-battle button click and a specific item just to be usable. It's why Megas like Beedrill still end up being useless because there's no reason to waste a Mega on fucking Beedrill when you could use it on something already retardedly strong like Metagross or Blaziken instead.
