You have to remember that the States are meant to be their own sovereign political entities distinct from the federal government, and the President is supposed to be like an internal diplomat who mediates political disputes between the States. So the State governments elect the President, and they decide how they want to elect him.
The issue is over the last 150 or so years, the States have decided that the way to decide who their EC go to is through a popular vote for the States' populations. So people have gotten it into their heads that THEY vote for the President and that the President serves them, when in reality that's the House of Representatives' job (which is why the HoR is directly and popularly elected). If Texas for example wanted to, they could make the EC decision based on a shooting competition between members of the two main parties in their State government. They just don't.
