Germany, Sweden, Italy, Australia, or California. Popular tourist destinations with little potential political baggage. Maybe Belgium or Denmark, too.
Everywhere outside of those couple of places is too geopolitically touchy, a cultural sensitivity minefield, or will cause racists in some countries not to buy it (Koreans would not buy a game set in China for example, or Polish wouldn't buy a game that depicted people in any other part of Poland)
