Any particular reason why Game Freak insisted on there being three Maxie battles with minimal team alterations throughout each of them?

because pokemon campaigns are for toddlers and the actual meat of the games is PvP and battle facilities

don't tell gen 4/5 fans this, they're so low IQ they genuinely deluded themselves that the campaign is good gameplay

Not to mention the (only) battle against Archie is also this team but with a Sharpedo instead of a Camerupt.
Tabitha's team in the double battle with Maxie also consists of Pokémon from the exact same lines as Maxie's
I think Hoenn's evil teams are probably handled the worst.

At least all his Pokémon have 4 moves, which is more than I can say for bosses in SV at those points in the game.

Want a laugh? Go look at Gardenia's teams for her gym battle in DP, Pt, and BDSP. There're full movesets, held items, more status moves, and for BDSP, hidden abilities. All this at only the 2nd gym.
