It must be the only gen that has the dexcut last during the entire generation. Ergo full national dex will return in next year's game

GF can’t afford to implement natdex anymore because they want you to buy the games with your favorite mons and not hack them in because their data already exists. They can do it, they just can’t afford to because they’ll literally lose money.

By that logic they would be totally fine with me just not buying their games at all this generation because my favourite Pokemon isn't in Scarlet and Violet, or either of the DLCs. But that's not how businesses actually work.
