holy shit anon I've shared this autism for a while. It's not something that overly bugs me, just something I see as a design flaw.
Luckily Alolan Raichu is a little bit better having its front paws match its back paws, so I can trick my brain into thinking the symmetry helps it run quadrupedal when it wasn't surfing even though I know they would never depict it on all fours
