First of all, obviously:

This is actually a direct translation of thier Japanese names:
>ボタン (牡丹)>シャクヤ (芍薬)>ピオニーAll different for different species of peonies. And they DO often change names in localisation, so the fact that they were kept the same is suspicious.
Also there's the Japanese expression:
>立てば芍薬座れば牡丹歩く姿は百合の花Which talks about the beauty of a woman, basically that she stands like a flower, sits like a flower and walks like a flower. Contains both Penny's JP names (ボタン) and her sister's (シャクヤ).
Clue #2 is how she talks about her dad. She says he's loud and clingy. Reminds me of someone. But also in the JP version she says:
>ドが つくほど ウザいIt's a bit hard to explain, but using ド as a prefix (that's what she's doing in a roundabout way) is a childish way of emphasizing a word. And funnily enough, Peony is the only person I know of (そういう娘 なんだよ! ド愛らしい だろ?) who ever uses it besides this instance, and he says it quite a bit. It's a pointed coincidence that she's using that word to describe her father.
Also have to explain again that Penny speaks like Peonia in the JP version. The gal kind of super casual slang that only them and Team Star use. Like when she says "マジ ウケる" ironically talking about team star becoming the bullies, or her use of ウザい. Me and some youtubers I watched thought it was out of character for a second when we say it.
The fact that the game even points out that she's from Galar is suspect. It never actually comes up in the story, and Gamefreak generally don't like referencing other regions without a reason. They could just have said she's a transfer student and leave it at that.
The coincidences add up to the point where it's basically confirmed. Just that most of them aren't translated well.
