ok as long as you are playing with level caps, since exp is an infinite resource and the only barrier to getting to the level cap is time spent doing borderline riskless battling

very much cheating and goes against the point of a nuzlocke, since encounters are NOT an infinite resource and that's the entire point of the challenge

With the release of HOME v3.1.0, Pokémon that bears records of not being initialized correctly (technically invalid HOME tracker) can no longer be sent back into HOME, typically with HOME throwing an error 10015.
You can no longer edit Pokemon with a home tracker without wiping it so this forces you to inject in the right game.
The japan event may of started a minor improvement.

Cheating in rare candies is fine. Cheating in vitamin items and rare poke balls is fine.
Cheating in a max IV foreign ditto to make your team from is fine
Cheating in specific Pokemon is bad but I don't care enough about people doing it.
