I find this shit so tiring.
Characters in universe don't know or care about which "generation" a Pokemon is from.
A whole bunch of Voltorb and Magnemite are found in New Mauville. I imagine Wattson caught them there and not once did he think "These are Kanto Pokemon. I need a Hoenn Pokemon because I caught these Kanto Pokemon in Hoenn.
Emerald does add Manectric but still, the point stands

Scyther is perfect for Bugsy.
I imagine he's a Bug Catcher that managed to catch the strongest and most valuable Pokemon from the Bug Catching Contest.
You can complain about Pidgeotto for Falkner all you want, I can agree. But, Scyther wasn't even used by any trainers in RBY, it's fine for it to be given spotlight.
Metapod and Kakuna are fucking stupid for a Gym Leader though, I agree
