No, they aren't. They were initially going to be key items instead and they should have been the entire time. HMs waste a slot on your pokemon's moveset or even a slot on your team for an HM slave. Much better they're removed and never come back.

There is no legitimate argument to be made for them, and no "MUH SOUL" and "MUH OLD GAMES DID IT" are not legitimate arguments.

There are more E4 rematches now.
It's not the same Dex retard. It's not the PlatDex but the grand underground includes more Pokemon both pre and postgame than DP. And you can also catch more legendaries in the postgame.

removing hms is the reason why there is no reason to revisit routes, except if the story demands it.
with hms you see a spot you can't pass, make a mental note, continue your travel and return to it later, to find a nice little secret.
Without hms you just blast through it, explore every bit on the first run and forget about the route afterwards.
That alone is the reason why modern pokemon games are so forgettable
