Kitakami must be close to Sinnoh because of Ursaluna being able to swim to that region, so Kitakami must be in the Tohoku region of Poké Japan.

It's not all of Tohoku though since they don't call it the Kitakami region. The Sinjoh ruins are also probably part of it, which is neat.
