That's not even true. Besides some underpowered mons like Magcargo and Magmar, Fire's big issue is lack of coverage. Water gets Ice always to deal with Grass, and has only one other weakness and two resistances.
Fire is lucky to get Solar Beam and its resistances are omnipresent.
